feat(costs): $-Tagesbudget pro Nutzer (Stufe 3)

aufgebraucht -> Web-Suche fuer den Turn aus + freundlicher Hinweis. Admin:
Schema-Feld + list_users + UI-Eingabe ($/Tag) + globales Live-Setting.
